Yes, this does actually seem to say 8K rather than the more common 18k. It's definitely a Vargas mark, and made with all the care of one of their older pieces, in a style that's a really direct imitation of a precious jewelry piece. Small round colorless stone in a crinkled metal surround (in fine jewelry pieces, these are intended to make the stone look bigger) in a high mount with four blade shaped prongs. This is in very good shape.
